Updated Required Instructional Hours for 2023-2024

NCOA Officials,

The Instructional Hours requirement has been updated for the upcoming 2023-2024 season and is linked below for your review. To be a member in good standing with the association, 18 hours of instruction is required.

We request that all officials attend the General Body Meeting on October 10 and the complete the Rules Exam on Arbiter to participate in the regular season. Completing those 2 items will give you 6 hours of instruction. The remaining 12 hours required can be accomplished by completing a combination of available trainings on the provided list.


Several of the hours available have been changed for this upcoming season as we are moving toward an emphasis of “On Court Training” to continue to improve as a group. For any officials that attended a camp this summer or fall, that will complete your remaining 12 hours with proof of attendance. Although this meets the requirement, we highly recommend participating in additional preseason activities to prepare for the season.

The training committee will also be providing several opportunities during the season, including the NCOA training meeting on October 17, evaluation scrimmages, foundation games, in season training videos created by our group to watch online and on court training days. In addition, the NFHS Learning portal has several hours available for completion as well.

NCOA North Basketball 2023-2024: Classification and Development Committee (CDC)

In effort to ensure transparency about you and your officiating, the CDC (Classification and Development Committee) is tasked with supporting you in your development to become a better official. The CDC is also responsible for ensuring that you receive a fair and unbiased classification/rating.

How the process will work:
Each observation will consist of the 2nd half of the JV game and the 1st Half of the varsity or some variation of that. We ask that the observer remain anonymous throughout the observation. Leadership wants to see how the official being observed works when they think no one is watching. The observer will only go into the locker room if a major rules violation has been committed, or if there is a player/coach/clock that needs to be addressed. Otherwise, the observer will watch the game(s), and report back to the CDC. The observer WILL NOT rate the officials. The observer will be given the official's rating to give the observer an idea of each official's current placement. The observer you will email the CDC directly, if there is a sense from the observer that the current official's rating is incorrect. Leadership will look into it. Once the observer has completed the observation, the observer will scan and email the form back to the CDC, and the CDC will mark the observation as complete.

We also want to be transparent in letting everyone know that getting feedback and ratings from the CDC and any observers both before and during the season doesn’t mean the same as having your rating changed. The leadership group will be working to re-establish and document the ratings movement process, as the list is updated during pre-season and during the regular season the plan is to list your ratings in your profile on the website. More details to come on that process. We will be working this season to document and work through this process. Any and all feedback is welcomed.

Thank you Campers and Mentors!

Now that the weekend is over, our NCOA Group Leadership wanted to take a moment and share a profound "Thank You" for the efforts made last weekend at the NCOA Fall Camp at CRC.  

The Fall Camp at CRC was a resounding success as highlighted by the numerous "thank-you's" and "kudos" from the campers, mentors and CRC coaches.  The Friday night classroom session served as a great starting point for a weekend of learning that continued until the last whistle on Sunday evening.  Thank you to James, Kyle and Tyler for a phenomenal kick-off!  

The campers were asked to cover 72 games over a 2-day period on Saturday and Sunday. With 32 campers registered and only 30 actual attendees, covering games took a tremendous effort on behalf of everyone involved.  Not only were the campers on the court, but numerous mentors including Katie Bossenmaier, Kyle Baxter, Reggie Higashi, Bill Harrigan, Mike Walters and Shiv Hundal and Vic Horton who hopped on to cover game assignments even up to the light whistle on Sunday.  

There were a number of campers who went above and beyond in covering games during the weekend; especially on Sunday as we lost campers due to injuries and other circumstances beyond our control.  A few of those names include but are not limited to: Lynn Biagi, Shaun Grady, Joseph Martin, Brett Lewis, Michael Perez, Greg Cross, Bruce Akinaka, Fetu'u Nia, Weiss Ariball and Jermaine Smith Jr, to name a few.  There were others who undoubtedly made this weekend a success.  Thank you to each and every one of you!
